I am proud of the achievement level of our students and
the numerous awards that our staff and schools receive. Our students
continue to surpass state averages for language usage, reading, and
mathematics on State of Idaho achievement tests, including the Idaho
Reading Indicator (IRI), Idaho Standards Achievement Test (ISAT), and
the Direct Math and Writing Assessments. And, all Lakeland Schools are
fully accredited either through the State of Idaho or the Northwest
Association of Schools and Colleges.
Commitment to academic excellence and dedication to student success is
not just a slogan, but it is our practice and our promise to you! In
planning for the future, we will sustain our efforts to implement
strategies for accomplishing performance gains in all grades by
promoting effective teaching strategies and curriculum that are aligned
with state assessments and the new state performance standards. The
success of the Lakeland Joint School District is made possible by the
support and hard work of the Board of Trustees, staff, students,
parents, and patrons. Lakeland is truly fortunate, to have such strong
support. The children of our community deserve and are receiving the
very best we have to offer!
Lakeland School District was formed by consolidating
thirteen smaller school districts in 1949. Spirit Lake and Rathdrum High
Schools operated until 1962 when the current Lakeland Junior High School
was built to accommodate a ninth through twelfth grade student body of
300 students. The current Lakeland Senior High School facility was first
occupied in 1979. Beginning in the fall of 1998, the Lakeland School
District once again operated two high schools, with the opening of
Timberlake Junior / Senior High School.
During the fall of 2003, a bond issue was passed with 87 percent voter
approval. Funds from the $6.9 million measure were used to build a new
7th and 8th grade Timberlake Junior High School, provide a Lakeland
Senior High School gymnasium/physical education facility, and modernize
the Lakeland Junior High School ninth grade classroom corridor. This
fall district patrons again overwhelming approved a $14.2 million school
bond issue to build a new elementary school (Twin Lakes Elementary) and
make improvements to Garwood and Spirit Lake Elementary Schools and
Lakeland Senior High School. In addition to these major projects,
numerous additions and remodeling projects have been completed over the
years.
The district owns thirteen
school sites (three of which are not developed) totaling approximately
179.5 acres of property. With the opening of the new Twin Lakes
Elementary School in September of 2007, the district will maintain six
elementary schools and five secondary schools, plus maintenance,
transportation, food service, and administrative facilities.

Enrollment figures for September 2006 showed 4,491
students enrolled district-wide, with 2,276 students in the elementary
schools and 2,215 secondary students. The district student/teacher ratio
is 20:1. This ratio is computed on the district’s peak student
enrollment figure divided by the number of full-time equivalent
teachers.
A great deal of effort goes into selecting curriculum
materials. The process follows an established research-based procedure.
Subject area committees review effective practices and seek teacher and
patron input. The selection of curriculum materials follows a seven-year
cycle. The curriculum is studied and materials are selected in the first
year and then materials are implemented and monitored over the remaining
six years. All curriculum and textbooks currently in use are aligned
with the Idaho State Performance Standards, approved by the Idaho State
Board of Education, and adopted by the Lakeland Board of Trustees. This
year teachers will implement new reading and literature materials for
grades K-12. For the fall of 2007, new language usage/grammar materials
will be adopted.
Lakeland School District employs a total of 452 regular
employees, 287 certificated staff and 165 support staff. The total
district general fund payroll for fiscal year 2007 is projected to run
approximately $20 million. Payroll and benefit costs account for
approximately 90% of the total general fund district expenditures.
All Lakeland certificated personnel are fully licensed and endorsed
through the State of Idaho Department of Education, in accordance with
State Board rules and regulations for teacher certification.
Assessed property values continue to increase throughout
the district. They have risen over the last ten years by $1.6 billion.
This increase, in conjunction with legislative action, has allowed the
property tax levy rate per thousand dollars of market valuation to
decrease from $6.57 in 1997 to $1.58 in 2006.
Of the $22.2 million district general fund revenue, instructional costs
account for sixty-five percent of the total expenditures and support
costs account for thirty-five percent. District expenditure per student
in average daily attendance for all funds is $6,697 as compared to a
state average of $7,733.
An average of 1,512 students per day are transported on
39 regular school bus routes, totaling 3,300 miles per day.
Additionally, 6 special needs routes, 8 mid-day kindergarten routes, 4
after school activity/academic routes, and 2 Riverbend
Professional/Technical bus routes are operated.
Lakeland students participate in the State of Idaho
assessment program, which includes the Idaho Standards Achievement Test
